The article examines the construction sector as an ideal vantage point from which to observe ecological transition. The sector is responsible for approximately 50% of national special waste. Adopting the circular economy paradigm, the analysis explores how public procurement and Minimum Environmental Criteria (CAM) can guide the market towards sustainable production models. Taking a multi-level approach, the European and national regulatory framework is reconstructed to highlight critical issues in its application, as well as the evolutionary prospects of the recycled aggregates market, within the context of circular governance in the construction sector.
