This contribution follows some recent training experiences held in Regione Emilia-Romagna focused on the appropriate integration of ecological, environmental and local development issues aimed at relaunching inner territories; in particular, it focuses on the course “Materia Paesaggio 2019” which addressed the Eastern Parma Apennines. The applicative and experimental method adopted in this training course is centred on the resource-based view and dynamic capabilities approach, which operate on the enhancement of a network of material and immaterial resources. In this conceptual and operational framework, the landscape constitutes a fundamental element. This experience leads to proposing two provisionally conclusive critical reflections. The first concerns the effective ability of the landscape to become a priority lever to trigger useful “agreements” between territories with different degrees of marginality. The second investigates the possibility that training/participatory processes could become an effective support in policy-making and in landscape planning and management for inner territories.
