In the aim of ensuring a better sustainability to the modes of transport and use of the territory, a significant role has long been attributed to cycling. As a result, more and more, there are numerous plans for dedicated infrastructure. Less frequent, albeit in a significant increase, are planning tools that seek to introduce a systematic knowledge of current conditions and a consequent proposal of integrated and coherent solutions. The essay aims to reflect on the contents of some recent plans for cycling promoted in some cities of Emilia-Romagna, with the purpose of highlighting the features of a tool that has the distinction of being promoted spontaneously by administrations. In particular, a brief survey of the criteria adopted in cycle plans in selected cities of Emilia, which have similar characteristics and a widespread use of bicycle, allows us to define some critical issues for these cities and an assessment of these experiences to establish the real contribution of the cycling planning tools to the more general sustainable modes of transport in the city.

Abstract
