Through an analysis of the statements of the Emperor contained in the legislation, it is nonetheless possible to discover a more critical and less celebratory attitude, especially when Justinian recognizes the presence of imperfections and gaps, which he plans to correct by means of a unitary scheme to be implemented through the Novellae.
