Quality-of-service negotiation is considered a fundamental step in the provision of multimedia content especially when only a low-bandwidth channel is available. The widespread adoption of the Web by home users and the increasing complexity of Web pages suggest to extend the existing negotiation protocols to generic Web contents. This should increase the flexibility of current document retrieval systems and should also help to manage the needs of users connecting through low-bandwidth channels. This paper describes how a quality-of-service can be associated with a generic Web content and presents a development framework that supports negotiation as a means to enhance flexibility in the retrieval of Web contents.
