Above all, there is a lack of definition of objectives, whether to allow companies to operate with the lowest costs, whether to allow employees from less prosperous States to make use of their opportunities, bringing effective competition to others, or whether to protect them and their prospects with companies in their own Country. It is difficult to imagine a balance between such different expectations, because they are irreducible to compromise, and the European Union will have to choose, sooner or later.
