The paper proposes the Emilia experience 2012 Emilia earthquake and its aftermath as an illustrative case study of emergency management in centers with historical-architectural significance related to the presence of defensive systems. The reconstruction process of damaged fortresses, carried out by municipal and regional administrations, in collaboration with universities, has allowed the development of synergies. These synergies, in turn, enabled the recovery and re-functionalization of these affected buildings and the urban centers to which they belong.
