Summary Which role does the manufacturing industry play in preserving prosperous economic conditions at the beginning of the 21st century? Does any line of industrial activity play a leading part? Does the manufacturing industry belong to an old world, unable to face the increasing expansion of the service industry? Is the EU undergoing a deindustrialization process? And what about the trade displacements from the Western to the Eastern world – not only to Eastern Europe, but also to India and China? This book tries to answer these and many other questions, keeping a «European» point of view, even if many matters necessarily concern the Italian political economy, and Industrial policy in particular. The book testifies to the experience of many conferences and seminars organized in academic years 2003-2004 and 2004-2005 by professor Mosconi, Jean Monnet Chair in European Economics of Industry at the University of Parma and editor of this book – conferences and seminars which were important occasions to study and think about a new Industrial policy. All in all, this seven-chapter book demonstrates how the European manufacturing tradition can and must play a leading role both in the promotion of R&D and in the training of highly qualified human capital – i.e., «knowledge investment». This analysis also tries to give a first evaluation of the new approach to Industrial policy that is emerging in Europe, thanks above all to the impulse of the European Commission - whose Communication of 2002 has reopened the debate on this subject, also at theoretical level. The editor also wrote the following three sections of the book: (i) Note to the second edition, (ii) Introduction, (iii) Chapter 1 – The formation of economic Europe: the framework of the new Industrial policy
